lol. Except that most radio spectrum is overseen by the ITU and other
international law/treaty, and not just city ordinance.

The licensing isn't just about negating interference, but more so about
proving proficiency in preventing, identifying and solving such.

You can't easily take away a license - what can happen is civil or
criminal indictment.

Put it this way. Microwave ovens run at ~2.5GHz, not far away from
802.11[bg]. With a narrow enough beamwidth and humans in the near field,
you can over time cause huge health problems. Common among them are
cataracts. You'd better prove you know how to avoid problems if you
start upping the power.
