Tim,

Please allow me to clarify.

I'm not disputing the power limits and indoor usage of 5.1-5.2 GHz.  
I believe you.  

What I was referring to was the comment regarding the 5.7-5.8GHz 
band not being officially a part of the 802.11a standard.  The standard 
I am referring to is the IEEE 802.11a standard - 1999.

The actual standard you referenced (AS/NZS 4771:2000) is itself called 
"Spread spectrum equipment using 900MHz, 2.4GHz and 5.8GHz bands.", 
not 5.2GHz.

I've no doubt that power and usage limits do apply to the 5.1-5.2GHz 
band as it isn't covered under the spread spectrum devices class licence.
