OpenWRT gives you Quagga 0.96.4 as an optional package at the moment.

In fact this is one of the reasons I like OpenWRT so much, you get a very 
small base install with a telnet server and virtually everything else 
(dropbear SSH server, Quagga, tcpdump, strace) are optional packages that you 
pull down once you've upgraded to OpenWRT.

Downside of OpenWRT is that it takes quite a while to build and quite a bit of 
disk space (~1GB) as you need to construct your own toolchain (including 
MIPSEL builds of gcc, etc) before the automated process can get around to 
building the firmware.

But it works (at least for me) so far.
