Maybe to authenticate/authorise the advertisers you can implement a rule
where only paid Melbourne wireless members can advertise, that way the
committee has there details on record.

Back to the  authenticate/authorise the advertisers, say if you do
implement the rule where only paid Melbourne wireless members can
advertise when signing up they specify a username which can be used for
TIB.
