ISP's are classified as a CSP (carriage service provider), not as a 
Carrier. Some ISP's (such as Alphalink) have chosen to become Carriers, 
and have stricter regulations to adhere to than a normal ISP (CSP).

has plenty of info on Carrier and CSP obligations.

the legal requirements is the carrier licence thing someone brought up
before, alphalink have to own both ends of the network

which brings me to a wierd question

how come you dont have to use a isp owned 56k modem?
