Not so easy to do as it sounds. The only way to do this properly (that I
know of) is to setup a chroot'ed jail and set the user to be stuck within
that.

This is not something that is particularly easy to do, especially when it
involves getting access to stuff like the pcmcia devices and associated
libraries/utils/etc.

However, (debian) linux is moderately secure by default for a standard user,
so you don't have to worry about them completely breaking your system
(though they could run up a lot of traffic).

Your other option is something like rbash (restricted bash) which may offer
you what you want, but it's really not very secure if you know how to get
around it... 

Re: setting up chroot jails - it's google time for that :)

However, someone else may be able to offer you a better solution...
