[MLB-WIRELESS] Carriers licence getting closer to black and white.

I've had more talks with the ACA today, this time I spoke to Andrew
Westmorland who was *very* helpful and went away and did some research for
me.

It seems that under Section 34, subsection 3 of the Telecommunications Act
1997 (http://scaletext.law.gov.au/html/pasteact/2/3021/0/PA000430.htm) that:

  (3)
  For the purposes of paragraph (1)(h), a network is an exempt network if:

      (a)
      the network is used, or for use, for the sole purpose of supplying
carriage services on a non-commercial basis; or
      (b)
      the network is of a kind specified in the regulations.

This part of the act deals with the details of when carrier licences are
required. Obviously, an exempt network is one that does not require a
carriers licence. What is not defined is "non-commercial" - which is what I
am working to get a definition for.

Looking at what we have got here though, it looked like Melbourne Wireless
will be allowed to operate without a carriers licence. yay!

This may need further clarification if/when we decide to connect the network
to the Internet, but for the moment, this section of the act seems to cover
exactly what we want to hear :)
