Yes, (I think) but once you have signed up you can also activate any 
Australian bank account as your transaction account.  The only gotcha 
is that the name you gave when you signed on must be exactly the same 
as the name on your bank account.  This can be a problem for those of 
us with two names :-(

I use Paypal for all my US ebay auction, no problems so far.

Looks like someone has solved the micropayments thing at last.
