This is a commercial equivalent of what we're trying to do in a roundabout
way. AAPT, I think, uses 1.9GHz spectrum.

> Rollout of wireless broadband in regional Victoria was pushed
up a notch recently with the announcement of AAPT's multi-million dollar
expansion of their network.
>
> The service is based on local multipoint distribution service
(LMDS) that, according to the telco, "will deliver immediate and ubiquitous
coverage of high-bandwidth, quality services such as 2Mbps data, voice and
high-speed Internet to business and government users in the area."

> In addition to the new Bairnsdale site, AAPT has established
LMDS nodes in six different suburbs and has 42 POPs for VicOne, a network
serving 3500 sites with approximately 700 000 potential daily users.
>
> According to Deborah Prior, AAPT corporate communications, "in
Bairnsdale, there was significant customer demand for such services from the
larger business and government markets, and this could be most effectively
met with AAPT's LMDS service."
>
> By comparison, the telco's ADSL service is suited to the SME
market but not so suited for larger corporates and government departments
that can be better serviced by LMDS, Prior explains.
>
> A number of businesses and government agencies in Bairnsdale
have signed up for the broadband service, including the Department of Human
Services.
>
> "AAPT has been working with the Victorian Government for more
than four years to provide government and private sector customers with an
alternative telecommunication service in regions outside of metropolitan
Melbourne," notes David Bedford, Australian COO for Telecom New Zealand
(TNZ).
>
> McPherson Media is a key user of the LMDS service at AAPT's
Shepparton node.
>
> "We have already seen a dramatic improvement in
telecommunications costs for larger users ahead of today's launch,"
McPherson joint managing director, Ross McPherson, noted at last year's
launch.
>
> McPherson Media is also a partner of regional
telecommunications company Goulburn Murray Telco (GMTel), which will become
the primary user of the AAPT LMDS network.
>
> "GMTel and AAPT will work together to deliver these competitive
rates to the wider regional community. It is a major step forward in the
competitiveness of regional business," he notes, pointing to strong interest
in the Goulburn Valley area by business and industry.
>
> "There is a misperception that regional users are less needy
for high speed," says Jupiter Media Metrix (JMM) senior analyst, Foad
Fadaghi. "A lot of PSTN networks in rural areas severely limit the speed of
modem connections and throughput." In other words, 28.8k connections with a
56k modem or 1-3k a second.
>
> "There is pent up demand," he adds, "but satellite is expensive
to setup, not as fast as ADSL and upload speeds are still slow (modem
required!). Two-way satellite might resolve this but is set to be even more
expensive."
>
> "Businesses in rural areas that have extended networks of
buyers, suppliers and partners will have the biggest demand for high speed
always on connections, typically in industries such as manufacturing,
agriculture and mining."

> Consumers Groups Call For Overhaul of Telco Self-Regulation
> Craig Liddell - australia.internet.com
> Almost three months since a number of consumer groups withdrew
from telco self-regulatory processes, calls continue for a complete overall
of the system. One group suggests, tinkering at the self-regulatory body
"may change ACIF processes for the better but we are not convinced that
these would then yield appreciably better consumer outcomes."
