As far as Melb Wireless goes, it should be moderated system, not a complete 
free for all.  That is why I am saying some sort of control that involves 
authentication, encryption and hopefully dynamic routing will make it a 
successful _cooperative_ network.  It should be kept distinct from 
dedicated point to point networks or other LANs, perhaps use 128 bit WEP as 
a first layer (but by no means final) of defense.  There are a lot of point 
to point and private networks going up in the 2.4GHz band so the spectrum 
will be cluttered, if it isn't already in some parts of the city.  Some 
spectrum management and coordination will be needed.  There are other 
issues to be tackled but I think with a bit of forethought this network can 
get up and running with not too much grief from benign and malignant 
interference.

There may be problems.  I know of one ISP who has a big arsed aerial on the 
NAB building in the city and other parts of town who provides licensed 
internet access to business and private clients.  With a good combination 
of encryption, network validation and routing the cluttered CB channel 
effect can be mitigated, perhaps at the expense of throughput depending on 
the level of clutter in the area.

If the network is run in with a mesh topology, people turning off their 
computers shouldn't be a problem as new routes would be generated 
automatically with OSPF (or some such protocol.)
