No.  While WISP-Dist does have PPPoE support, I'd imagine it would have to
be used in conjunction with some other router / firewall to do what you
want.  The Bering LEAF distro could be configured to offer the kind of
functionality you are looking for, but it's out of my league.  Anyone else?
