Damn, when I lived in "The Patch"  (up past Belgrave and Kallista), we had
telescopic sorta tower that could be winched up from 15 metres to about
30-40. Sat on a large concrete slab and had a shiteload of support wires.
Pity I doubt you would get council approval for something like that in the
suburbs

I reckon you'll need to get out in the middle of the night with a saw and
remove some of the trees around you in that area ;)

as far as i can tell there are no contour maps on the internet for melbourne

at all
