Hell no.  You need a "C-Tick" logo on it for the equivalent Australian
approval.  FCC is good for the USA only.

As for power limits, the legal requirement in Australia is 4W EIRP.

If my maths is correct, 4W = 6dBW.  1W = 0dBW.

So, an antenna, such as a good whip or monopole type which has a gain of
3dB to 5dB will keep you in the power output margins.

0dBW (your power out) + 5dBW (a good monopole) = 5dBW = 3.16W EIRP.

Sticking this device onto anything with a higher gain will mean you break
the law.
