The best kept secret is boingo.

US company - Sign up as a normal customer and you (theoretically) pay a flat
US$29/month or so for unlimited/unlimited/unlimited access on any Boingo
participating hotspot (which most in AU are).

Still paying, but MUCH cheaper than the ludicrous rates charged by companies
such as Azure (who provide the flat rate boingo network :)

You can also flip things round the other way and become a boingo partner if
you manage 5 or more hotspots - they pay you a fee per customer connect.
