I don't have a problem with offering Internet access per se, if the legal 
position is confirmed (I strongly suspect you're right, but IANAL).  Only 
issue I can't easily resolve for myself is that currently, I can't offer 
access to passers by, due to ISP Acceptable Use Policy. :-(

I also agree, it's worth revisiting this issue.  Also, I see great value in 
offering a limited service, such as ability to check and send email.
