How much of an issue is this?
I remember that 20 years ago I know people without a phone in
their house not to mention the old party lines.  Sometimes you
just have to go ask your neighbors to make a call.

I still see phones around that have stickers taht have have
the local cop shop, fire house and ambulance numbers on it.
Direct dial seems to be faster than having the 000 operator ask
you a question or two and then forwarding the call off to
the mostly approporiate place.

Any old mobile will make 000 calls without a valid sim by
dialing 112 or 000 depending on the brand.  All Telstra approved
phones (which is most) will deal with 000 without a sim.
Some they don't approve need a sim (but not a valid one) to make
000 calls.
