I use TPG and they have agenerous attitude to sharing and also give a
static IP with the plan I'm on "Metro" I tink I pay about  28/m plus 15c
per Meg download. So it might be worth you checking out their plans 

re the hardware the netgear FM114P wireless router/firewall would seem
to do most of what you are after but I don't know about an external
antenna connection

I'm reasonably near you in Montrose and I'd be interested to seee your
setup when you get going
