This is how much Telstra charges. You can get anyone to dig the trench,
or even dig it yourself. Telstra will happily provide conduit for free
to go in the trench (well, they did when I had to put two 50 pairs in
when I used to run an ISP from my old home).

If you don't feel you can dig it yourself, there are plenty of
contractors out there.

You can get VoIP concentrators, but they are quite expensive.

You'd need the VoIP box to forward any calls coming in to the other
extension. This typically involves the incoming call being answered and
a call delay for the establishment of the VoIP call.

Cordless phones? You could always put a cordless phone there. DECT one's
work well (they operate at 1.8 GHz).

Cordless phone in a box. There is the other point that Telstra probably
won't terminate to an external point, but I could be wrong.
