with the perminant part being...

Yes, I like your version of the notice (was tempted to call it instructions or 
disclaimer, but notice works too)

so the whole thing looks something like this (itterated) ?

"The Incredible bulk is intended for member use, as a forum to arrange joint 
bulk purchase of wireless and other computing hardware.  Other types of trade 
can expect public criticism. Trades and private sales should go to the trades 
page (link). Commercial advertising and sales should be directed to the 
committee who will diseminate the information at their discression by email 
and/or at meetings.  The TIB is an ongoing experimental system and 
suggestions for impovement are welcome.  Behave yourselves."
