Think ive worked out the problem.

It might appear its on the server sidee, not mine :(

i can ftp to yoyo.cc.monash.edu.au for example and get no errors.

time to email the server hosting my domain.

  Hmm, you get that error when using active mode behind a NAT router (which a 
  Linux box doing IP masq is).  You have two choices:

  1.  Use passive mode on your FTP client.

  2.  Load the ip_masq_ftp module on the IP masq gateway box.  This module 
  fudges the port commands so active FTP works.  If you're FTPing to a non 
  standard port, you may need to specify that port in the options for the 
  module in /etc/modules.conf (read the docs :) ).
