Best thing to paint Down pipe, is a modern waterbased paint, IE Solagard,
Weathershield, Sunproof.
They'll all go over most metals without the need for a primer/undercoat and
are very weather resistant and color stable. If you decide to go with a non
self priming paint or an oil based or an epoxy paint then you'll need to use
an Etch primer first.
