The general idea would be that the regional groups (such as Melbourne
Wireless) would cover the cost as a group cost (your membership dollars
working hard), or an agreed fee. This may be raised by sponsorship or
whatever. It is hoped that once AWAi finishes re-structuring and becomes
more of an industry association, sponsorship may cover some of this sort
of thing.

Another thing to remember about "unlimited" xDSL services is that they
have very high contention ratios, possibly of 100:1 or more. This means
that you'll never really get the full benifit of the link, compared to a
straight tail.

Load balancing can be done in many ways, either via route distribution
(best of route) or actual traffic management based on performance. It is
generally quite difficult to set up well, and the performance benifits
may not be worth the effort. It's probably still worth playing with if
people are interested, as a link is better than no link at all. Using
things like iiNet's bliink zone would be good within the state, as it is
zero cost between sites, but the contention ratio still would be
high. Also, as you mentioned, the only effective way is to have a second
link.
