This is an interesting article. I've tried to track down the website that is
the focus of the story to cross-reference the wifi claims, but can't find
it. Is someone better at googling than I?

Warning over hackers' guide
By David Williams, Evening Standard
6 February 2003
Transport experts have warned that a new website showing how to hack into
traffic light computer systems could wreak havoc in London.
The site gives step-by-step information on how to break through security
checks and rephase individual signals or groups of lights. The Mayor's
office described it as "incredibly irresponsible".
It even tells drivers how to use a car-based laptop to turn red lights green
to speed their journey.
