This is a configuration issue with the routers.

TELSTRA runs a digital network so every call goes accross a digital bearer.
The DOV is where the router is configured to make a call with a 
Speech/"3.1k Audio" bearer capability.
This is a charging option in the exchange and has nothing to do with the 
what actually goes on in the "B Channel" (read 64k digital timeslot on 
bearer). TELSTRA originally 1990's tried to claim this was illegal, but 
it was determined by the ACA not to be.

An ISDN line with channel agg gives a nice 128k hole to anyone in a 
metro area.

You may also want to configure the unit to use "3.1k Audio" as this 
sould not get rate adapted over long haul links.
