It is all written... it's in the Telecommunications Act.... He was pointing
me to the sections that say why we don't need a carriers license. As I said
before, the key word in the Act's wording is "non-commercial" - which is not
defined.

We're not collecting money to access the network, which alone states that we
cannot be commercial.
