Further more accurate up to date information on this, is that VicRail in
JV with a well known Telco is running 6 optic fibres along the country
lines.

4 of these will be owned by the telco, and 2 of these will be owned by
the government. The government intends to use them for mainly for
signalling and data transfer in regard to rail facilities. The 4 the
telco will use for its own commercial purposes.

Damn, a govt dept. does something sensible. Oh well.
