[MLB-WIRELESS] TIB Closing of offers...

Hi All,

There was a slight bug in TIB that caused offers to close as soon as the
close date arrived (eg: 12:01 am on the date of closure).

I have now changed this as it was a little misleading, so users have the
"date of closure" to get their orders and payments in. The offer will
really close at midnight that night.
