A very gentle annual cull seems a good idea. eg no changes to
node in a year and no response to 2 emails?

But care is needed as sending a few unreturned emails is better
than deleting a potential node.

Lets face it if you delete all unresponsive nodes you still
won't have any responses. At least this way you are in with a
chance if they get moving

send them another email maybe they just need a bit of help or encouragement
