Seriously, I think you need to forget the Internet access aspect altogether.
That's just a whole different ball game.
Legally we can't do it anyway as far as I understand.

The Melbwireless WAN has to be treated as it's own entity.  It's never going
to reach the scale of the internet it's just not possible.  You're not going
to capture the interest of your average Joe Blo who bought a PC + Internet
access package from Harvey Norman with free 6 months technical support.
  The only people who are going to be interested are people interested in
developing a wireless community, consisting of file swapping, a small
catalogue of web sites, games servers, chat servers, etc.

  I think it's best compared to an "oldschool" BBS. The only difference is
it's wireless.

that's my thoughts
keeping in mind most of the time i have no idea what i'm talking about.

I think the real issue here is that people want to be able to connect to the
internet.  Not just a community network.  It does appear, for this to move
forward a few things need to be sorted.  It is clear that there is, in
general, a lot of interest.

It is pretty obvious that without internet access the idea of a wireless
network is not as appealing particularly if there is a substantial setup
cost.
