Drew,
    ydi is correct. If 4W EIRP is the max then that is +36dBm. Your card,
coax loss(negative) and antenna should add up to that figure or less.
e.g.
Transmit output     18
Coax Loss            -6
Antenna                24
                        --------
                            36
