[kernel-xen] Server with 16GB of RAM only sees 800MB after kernel-xen-3.11.1-1.el6xen.x86_64 install

Ok, just checked the Dom0 with 2048M of RAM and now it is reporting 1.8 
GB of total memory, so this appears to be memory ballooning issue. 
Should ballooning be on or off for normal operation?
