You should not see this using Dom0 kernel 3.8.8-2 or above. In the grand 
scheme of things, 3.8.3 is quite old. This is documented both via my bug 
reports (http://xen.crc.id.au/bugs/view.php?id=3) and the kernel 
changelog (http://xen.crc.id.au/changelog-kernel-full.txt)

FYI kernel 3.8.x has been marked EOL.
