As an Agent and Property Manager (and Ham) the best way to get approval is generally not to act the Agent (unless you know them really well). Property Managers deal with problems all day long and simply do not want more. It is easier to be negative to such requests. The best way to to write to the owner, assuming you don't have direct contact with them, explain what you want to do, agree to fix/ repair any damage, but explain there should be none. Also invite them to meet you at the property to talk it over. However, as it is a rental some owners will simply not agree. Thats why people buy!
