I've seen many standard CPanel hosting accounts that include an "auto installation" of Mailman. I think it depends a bit on how the hosting admin sets it up but it certainly can be done. The main limitation is often how many emails per hour you can send. So I think light level lists can often just be hosted on a Cpanel account
Or a Mac user group I'm in uses a commercial service to host mail lists, clari.net.au who I think are in South Melb. Not sure of the cost but its also a small non-profit group and the list has run well with them for years now.
