I think so,

Linksys has a small 5v poe dv to dc converter that has a 5v output.

Retail price is about 40$ inc

I've got some on order , so I can let you know how they behave 
If your interested.

With 12V input, the LM2576 runs at around 75% efficiency giving about
3.5W of unwanted heat in a weatherproof enclosure.  Is there a more
efficient IC for the job?
