The issue with wireless is that by carrying third party data (eg internet)
over links between different locations you are providing a carriage
service which would require a carrier licence, unless you fall under the
noncommercial exemption.

That exemption is specifically for wireless carriage, so using APANA as an
example isn't really relevant... UNLESS they've been providing services
via wireless. (if they have then I'd be very interested to hear about it)
