PC104 came about as an add on board for the Ampro little board ( remember 
those?), wow, a Z80 board you could mount to the top of a 5 1/4 inch floppy 
drive :) :)

Anyway,
PC104      = AT bus
PC104Plus = ISA bus
PCI104     = PCI bus

You shouldn't even be thinking of runing Windows on one of these - they were 
for embeded systems, process control and so on.

The real question (back to the original post) is what software is going to 
be run on it? If it is a typical  retail POS system then some of these 
"legacy" embeded systems are Ok and very small, but if it is one of these 
new POS / inventory control etc. applications then you will need the power 
of a bigger board with a  modern cpu

As with anything you pay more for small :)
