There are three main possibilties here:

0) The ISO image was slightly corrupted on download - you'd should check the 
MD5 checksum of the original file.  Under Linux use the 'md5sum' command, for 
Windows, er, dunno, don't use it..

1) Whatever was used to burn the CD didn't burn it correctly and lost the boot 
information (probably unlikely, but you never know).

2) The system you're using it on doesn't support booting from a CD ?

If you know (2) to be wrong then it's likely to be (0) or (1)..
