Just a thought.....

Try winding the CAT5 cable around a torroidal ferrite ring a few times (or 
one of those "clip on" ferrite suppressors 
available at DSE Tandy).  This sort of "fix" solved my 28 MHz Amateur 
activities getting into the home audio system!

Place it close to the VoIP phone as you can get it.

It may not work but also may be worth a go??
