The trick would be to try and get the cooling device
directly onto the Low Noise Amplifier of the receiver
(and maybe the stage after).  Given the small amount
of heat being pumped a Peltier should be able to cool
to quite a low temperature (dT~70C for a single stage?),
despite the low coefficient of performance associated
with large temperature differences.  Using a multi-stage
device might also help?
