Actually, in Windows it's even easier if you're using dialup.  Set the MW
DNS servers in the LAN configuration and the ISP's DNS servers in the
configuration for the dialup connection.

That would work, though with horrendous delays in DNS lookups.

You would need some 24x7 servers so people using the Internet name servers
can resolve MW names.
