Almost, but not quite correct. The speed of an electromagnetic wave depends on 
the medium only, so the speed through air cannot change (assuming constant 
density, and the density variation at that level should be negligible).

However the path distance will be longer and so will arrive slightly later 
than the original, so what started off as a tight signal will have spread 
into a broader pulse, possibly giving rise to interference with later 
signals.
