[MLB-WIRELESS] Eastern and Outer Eastern

Just a friendly reminder to people that we have an "Eastern" regional group,
and also and "Outer Easter & Foothills" group.  These cover different areas
with Eastern being closer to the city.

I've noticed a few nodes that are in the Eastern group however they are well
within Outer Eastern & Foothills.
Obviously just an oversight when these nodes are being created.
