Would depend on your coucil, the city of Whittlesea said to me and has it
in the building plans that it is 3mtrs from the highest point of your
roof.

And Yes Gaz, a sleeve that went into the exist pole as well as over the
top would be ideal or just use a piece of smaller pipe and bolt the 2
pieces together.
