I'll bet that this is the problem.  I had the same problem once and
found that some of the cables had been made by the office "PC guru"
using a cabling chart for 10 mbit/s.  Looking at the connector showed
that it had fewer wires, with the "excess" trimmed.  So it is possible
to communicate but only at 10.
