Rik,

Yeah, but the TO-220 has much less metal on it so needs a bigger heatshink
and will carry less current without a heatsink.  How hot they get depends
upon the input voltage too (in addition to load current).  If you put 12V in
then 12 - 5 = 7V has to go somewhere (heat), if you put 9V in 9 - 5 = 4V
then a lot less heat will be generated.

The TO-220 also has a smaller surface area so the heat must pass over a
smaller surface too.
