It will be interesting to see how IP QoS mechanisms, if deployed on
an 802.11-based 'non-commercial' IP access link, might be construed as
a mechanism for soliciting-and-granting on-the-fly service levels.
Probably not if there's no monetary - "or other" - reward to the 802.11
provider for providing requested IP QoS levels. But without a compensation
structure to the provider, IP QoS disintegrates into everyone asking for
the best service and we're back to best effort, so most realistic QoS
schemes contemplate some form of consideration for providing 'better'
service quality. An interesting question for the ACA...
