Hello melbwireless,
I'm inclined to agree with Fenn's interuprtation, esp after reading
the formal release

It seems the govt has endorsed the ACA's recommendation to bring
wireless into line with cable laws...
that is 500m and 5km rules apply now to wireless, where as before,
even on the same premises, such as a cafe or other hotspot providers
you would be required to need a carrier license, the main ones I can
see that will benefit will be internet cafes... and starbucks...
