There is an ISM band there, 1W EIRP.  Just stay away from the bottom edge,
as you don't want to clobber GSM phones - doesn't win many friends...
802.11b is really a bit wide (think it won't fit in our allocation).  There
are proprietry systems that'll do a few hundred kbps that work there.
