[MLB-WIRELESS] Melbourne Wireless Network and Commercial Network

Hello,
I dont think Melbourne Wireless would meet the requirements to be a telco even 
though third party traffic from other melbourne wireless nodes are traversing 
between nodes, and is likely to be a non commercial network. When I have time 
I will be able to clarify this with my father who is currently managing the 
legal group at the ACA.
